• Permanently enchant a weapon to sometimes increase Haste by 12 for 30 sec, stacking up to 5 times. Upon reaching 5 stacks, all stacks are consumed to grant you 99 Haste for 10 sec.

This enchant can be made through Battle for Azeroth enchanting (60 75 95 115). It is trained by  Emily Fairweather or  Enchantress Quinni for 35.
