Boss levels
Mobs with the "Boss" tag are always treated as being 3 levels above your character. So, no. Kael'thas Sunstrider is not 73. The spells he casts are level 70 spells, yes (much like all of the level 60 bosses cast level 60 spells), but for everything else they're treated as +3.
