The Tribunal of the Tides is a group of water elementals who seek to end the eons-long war between water and fire elementals. Neptulon took a personal interest in seeing the fire elementals of Stonetalon Mountains extinguished. The Tribunal sent Tsunaman to carry out the task. Tsunaman asked the adventurers of the Horde to help him destroy the fire elementals and—by doing so—gain favor with the Tribunal.[1]
This plot is continued with the Hydraxian Waterlords,[2] but there is no indication that Duke Hydraxis is a member.
