The Titanium Seal of Dalaran is a reward from the achievement 
[The Coin Master]. Using the item will show your character tossing the coin, landing on heads or tails.
The coin is sent to you in the mail from Jepetto Joybuzz in Dalaran, along with the following note:
Greeting and congratulations on collecting the full set of Dalaran coins! As a reward for all your hard work I have enclosed a freshly minted Titanium Seal of Dalaran. This is a special coin that we only grant to the most ardent of collectors.

Notes
You only need to right-click on the coin to flip it. You can do so while moving, but you can only stand in place to catch it.

If caught it will result in either:
- <Name> catches the coin heads up!
- <Name> finds the coin face down for tails!
Originally, it appeared that you could only "catch" this when you were in Northrend.
