This item was a random world drop. Eventually it stopped being recorded as a drop from mobs and was presumed to be removed. In Warlords of Draenor, it can be found inside a 
[Big Crate of Salvage] through a garrison's Level 3 Salvage Yard.
Notes
It is a reference to the Warcraft III item with the same name giving a Devotion Aura to allies, increasing armor slightly.
Patch changes
Patch 6.0.3 (2014-10-28): Can drop from Big Crate of Salvage. 
Patch 3.0.2 (2008-10-14): Removed from the game. [citation needed] 
Patch 1.3.0 (2005-03-07): The Lion Horn of Stormwind now properly gives AC to members of the party.
