The 2 Ring is only obtainable through the fishing daily quests given by Old Man Barlo just northeast of Shattrath City near Silmyr Lake. Doing the daily fishing quest always rewards you with 
[Bag of Fishing Treasures]. The Bag of Fishing Treasures has an extremely low chance to contain The 2 Ring.
