Templar's Vindication is a conduit for retribution paladins. It drops from Xav the Unfallen in the Theater of Pain and Sylvanas Windrunner in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
Patch changes
Hotfix (2022-07-19): Fixed an issue that could cause the additional 
[Templar's Verdict] triggered by Templar's Vindication to fail to cast against moving targets. - Hotfix (2022-06-24): Now causes Templar's Verdict to deal an additional 15% damage (was 30%) in PvP combat.
- Patch 9.0.5 (2021-03-09): Fixed an issue that caused the additional Templar's Verdict from Templar's Vindication to not deal damage based on the initial Templar's Verdict.
