[Reforged Quel'Delar] in the Crucible of Souls of the Forge of Souls in Icecrown Citadel for the quest 
[25-30D] Tempering The Blade.
It is provided for the followup quest sending players inside the Halls of Reflection: [25-30D] The Halls Of Reflection.
It is further provided for the followup quests at the Isle of Quel'Danas.
