Are the Saurok on the Wandering Isle natives?

This page assumes that the Saurok encountered on the Wandering Isle lived there, however in game quests state that they came from the ocean, not the Wandering Isle. Specifically the name of the quest Evil from the Seas, and Ji's dialogue: "In all of my years on Shen-zin Su, I've never witnessed something so dark as these creatures.
