I put it in the tol'vir tribe template but the page never said it was a tribe. It's a group and group pages have been done for some time now for various race pages like the satyr or naga (some of whom were never called a sect / tribe but they are still on the templates) for instance.

Don't think any single quest specifically states that there are only 3 tribes, but during the questing we're only introduced to 3 of them. 2 of which are powerful and the last small, which was then wiped out and presumed merged with Ramkahen.
