Contrary to what the last person put in here before I read it I thought of the weapon more as a weapon developed by Sylvanas when she was freed from the Scourge, and that she intended to use this weapon against Arthas the next time that she could. Therefore it says suffer on it ten times because she intended for Arthas to suffer. Since the other loot is from people that belonged to them I can only guess that Sylvanas's attempt failed and that Arthas kept the weapon as a trophy against her.
