The quest  [10-30] Elder Atuik and Kamagua, in the description. As for connection, its possible they split off from them... during a few quests they mention their dislike of them, but nothing more. Not likely. When you kill "Crowleg" Dan, he says something along the lines of, "Yes I joined the Southsea Freebooters".
