Swarming mist is the death knight class ability of the Venthyr Covenant. It's available to all death knights who join the Venthyr.

This ability is also temporarily available during the Revendreth portion of the Shadowlands campaign; it's given by the quest [58-60] The Authority of Revendreth and lasts until you finish the Revendreth storyline.
