Survivor's Bag of Coins is provided by Orsur, a ghost in Ravenholdt Manor. Only rogues may acquire it. [Detection] must be used in order to interact with Orsur. Reislek's Ghost is found on a hilltop just south of the Manor, and you can disguise yourself by pickpocketing him while using the  [Glyph of Disguise].

Notes

While this item is in your inventory, you may pickpocket humanoids to accumulate coins, up to a maximum of 50. The coins are represented as a buff entitled "Survivor's Bag" which displays a count of the number of coins you possess. When you have one or more coins, you may use the bag. This allows you to place a target on the ground, and when the mouse is clicked, you will be thrown into the air in the opposite direction.

The bag can be used when mounted or stealthed, but not in combat or indoors. It will break stealth when used, but not a disguise. Falling damage is possible.

The coins are generally cleared by entering or leaving instances, or using teleportation-like abilities. They may even be cleared by moving from one zone to another.
