The Sp-eye-glass is looted from the Chest of Eyes atop a slime waterfall[48.3, 16.3] to the left of Nurakkir in Maldraxxus.
This item is useful for the 
[60WQ] Tough Crowd world quest as all the innocent NPCs will turn into eyes while the boggart stays the same, which is useful for achieving the 
[Something's Not Quite Right....] achievement. However, the tirnenn even when innocent, does not indicate whether they're innocent or not.
