Smuggled Apexis Artifacts is found at [56.3, 45.3] atop the stump of a tree in the middle of Murkbog in east-central Spires of Arak. Get to the top of the stump by jumping along the fungal outgrowths on the tree which are conveniently laid out in a staircase fashion. Loot the chest for roughly 30 
[Arakkoa Archaeology Fragment] and maybe an 
[Arakkoa Cipher].
