The Small Glowing Orb is located in the center of a device found on the balcony of High Sage Viryx in Skyreach. It starts and resets the puzzle for the [Green Crystal Monocle], placing the Eye in the middle. Interacting with the orb, also places you under the effect of the [Inky Black Potion], an effect that can be clicked away at any time, but which may help with the visibility.
