Notes

A Siphon Storm stack is gained when Evocation is cast, and more are gained while channeling. Fully channeling Evocation will always result in 7 stacks, since both its channel time and Siphon Storm's stack gains are affected by haste.

Patch 10.2.0 (2023-11-07): Tooltip has been updated to clarify that it grants 1 Arcane Charge.
Patch 10.1.5 (2023-07-11): No longer grants Arcane Charges and now halves [Evocation]'s channel time.
Hotfix (2023-01-09): Effectiveness reduced by 50% in PvP combat.
