Shivering Core is a conduit for Frost mages. It drops from Ventunax in the Spires of Ascension, and the Remnant of Ner'zhul in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
