Sephuz's Secret can drop from dungeon, raid, world bosses, rare elites on the Broken Isles and Argus, and Commanders at Invasion Points. The item is also found in world quest caches, PvP strongboxes, Mythic+ weekly caches, and 
[Blingtron 6000 Gift Package]. Lastly, it can also be discovered by using a Relinquished token purchased from Thaumaturge Vashreen.
Trivia
- Sephuz's Secret is a reference to game designer John Yang.[1] More specifically, it was inspired from a scene in Kung Fu Hustle, where The Beast shoots a gun at his own head point-blank and catches the bullet with his fingers, then says something along the lines of "In the world of kung fu, speed determines the winner." Sephuz's Secret is thus a speed-themed item with movement speed and haste.[2]
Patch changes
Patch 7.1.5 (2017-01-10): Successfully applying a loss of control effect to an enemy, interrupting an enemy, or dispelling any target grants you 70% increased movement speed and 25% Haste (was 15%) for 10 seconds. This effect may occur once every 30 seconds. - Hotfix (2016-11-14): All Legion Legendary items have had their item level increased by 15. This change will be applied retroactively.
- Hotfix (2016-11-01): Silencing an enemy with Avenger's Shield now activates Sephuz's Secret.
- Hotfix (2016-09-14): Level 110 legendary rings and amulets, which all previously had no sockets, should now have 1 Prismatic socket per item.
- Hotfix (2016-08-30): Sephuz's Secret should now be activated by Grimoire: Felguard's Axe Toss.
- Patch 7.0.3 (2016-07-19): Added.
