This item is provided by Kadrak at Splintertree Post in Ashenvale with the quest  [7-30] Mission Improbable, and is used to summon the Horde operative Krokk.

Notes

Don't drop the Powder from your inventory: summoning Krokk is necessary to complete  [7-30] Mission Improbable, subsequently to obtain and complete  [7-30] Making Stumps and  [7-30] Wet Work, and lastly to obtain  [7-30] As Good as it Gets.
