Scarlet Ghouls are ghouls created from Scarlet Miners in the Havenshire Mine as a successful result of using the 
[Gift of the Harvester] while on the quest 
[8-30] The Gift That Keeps On Giving.
In phase two, Scarlet Ghouls are created by Acherus Necromancers on the beach at Light's Point from the corpses of fallen Scarlet Fleet Defenders.
