Saltheril's Haven Party Invitation is a quest reward from 
[1-30] The Party Never Ends.
Use
Simply having this in your bags will give you access to the party. Although possible, there is no need to activate it by right-clicking. The partygoers will be a lot more friendly, and you will be able to pick up the following BoP items from the tables:
[Suntouched Special Reserve], an alcoholic drink.
[Springpaw Appetizer], a nice snack.
[Bloodthistle Petal], similar to 
[Bloodthistle]. Note the carrying limit of 5. Only Blood elves can use this item.
Notes
The significant NPCs at the party, the trainers, will talk to you without an invitation.
