This item is a guaranteed drop for Death Knights from The Soultakers world boss in Stormheim, at Artifact Knowledge level 4 or higher. Any Death Knight specialization/loot spec is eligible for the loot.
The item also drops from the bosses of Icecrown Citadel and Naxxramas in 25 man mode. Not a guaranteed loot, but still available for every loot specialization.
