Rotface's Acidic Blood can be found on the corpse of Rotface in the Plagueworks of Icecrown Citadel in 25-player mode, and is a quest objective for  [30R] The Sacred and the Corrupt.

The blood is not group loot! Only one drops per kill in 25-player mode.
