The Rod of Siphoning is provided as an objective by Thassarian aboard the Skybreaker for the Alliance quest or Koltira Deathweaver aboard Orgrim's Hammer for the Horde quest in Icecrown. The rod is used on Enslaved Minions to collect  [Dark Matter].
