The Ring of Promises drops from Erinys, found in the newly-named Cavern of Lament beneath the sunken ship off the eastern shore of Darkmoon Island. The ring is party loot, so group up to kill her. The ring starts the level 100 quest 
[40-70] Broken Promises, which rewards the Toy Box toy 
[Ring of Broken Promises].
