Relentless Onslaught is a conduit for havoc demon hunters. It drops from Domina Venomblade in Plaguefall and Rygelon in the Sepulcher of the First Ones.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
