Quarla Whistlebreak is a quest giver located at the Ruins of Nordressa in Azshara along with the Image of Archmage Xylem and Xylem's apprentices.
Teresa Spireleaf will occasionally walk over and talk to her.

Notes
Her name may refer to stopping the quarls between Alliance and Horde players (as in blowing the whistle to take a break) due to her, along with Xylem and the rest of his underlings, being neutral. However, the quests are Horde-only.
