Prismatic Cloak is a Mage talent in the Arcane tree that reduces all damage taken by 2% per rank, up to 6% at max rank. This talent applies to all damage, magic and physical, making it a nice survivability talent.
Its most notable effect however is the effect it has on [Invisibility], turning the spell instant at maximum rank which is a massive increase to Arcane survivability in PvP settings. For this, it is considered a required talent in any serious Arcane PvP build.
Patch changes
Patch 5.0.4 (2012-08-28): Removed. 
Patch 4.0.1 (2010-10-12): This talent is now a Tier 3 talent, down from Tier 6. 
Patch 3.3.0 (2009-12-08): Rank three of this talent will now properly modify the tooltip on [Invisibility] to indicate the effect is instant. - Patch 3.0.2 (2008-10-14): Increased to three ranks. Now also reduces the fade time of Invisibility by 1 second per rank.
Patch 2.0.1 (2006-12-05): Added.
