Poisoned Katar is a conduit for assassination rogues. It drops from Dessia the Decapitator in the Theater of Pain and the Guardian of the First Ones in the Sanctum of Domination.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
