Overseer's Badge is a uncommon trinket that is available as a quest reward for becoming friendly with Netherwing.

This trinket is a quest reward from the Netherwing quest 
[25-30] Rise, Overseer!. The quest starts with Taskmaster Varkule Dragonbreath when you become friendly with Netherwing. Simply speak with Overlord Mor'ghor to complete the quest.
Notes
The 
[Overseer's Badge], [Captain's Badge] (limited to outdoor areas), and [Commander's Badge] (also limited to outdoor areas, adds +45 stamina) are on a shared cooldown timer.
The whelp summoned by this item scales with the players level, however being limited to Shadowmoon Valley does not make it as useful as the upgraded versions of this item.
