Nether Wraith can be found in the Mechanar. Three of these wraiths will be summoned every 30 to 45 seconds by Pathaleon the Calculator.
They will all despawn when Pathaleon is down to 20% health.
Abilities
Arcane Bolt 
— Nether Wraiths hurl magical bolts at a player, inflicting Arcane damage.
