The Mysterious Satchel can drop from any mob in Draenor for tailors, but most likely to from Karnoth for the quest  [10-40] Shadows Awaken in Teluuna Observatory at Embaari Village. It starts  [10-40] A Mysterious Satchel, which begins a short chain to unlock the Scribe's Quarters blueprints for the Garrison.
