A Mutant Goblin emerges from a building in the Secret Lab after players ring the Buzzer for service during the quest 
[5-30] Nine's Plan. He drops the 
[Secret Rocket Plans], the raptor Subject Nine needs for a plot to escape. Additionally, he drops his 
[Secret Lab ID Card], confirming his former identity as X. Nizzlebex.
The Mutant Goblin is not a huge challenge, but has two "adds" in his the form of his Mutant Tentacles. They will still remain to attack players after he is defeated. The separated tentacles can move around on their own, are not forced remain stationary.
