Mastery: Critical Block is the Mastery of protection warriors, improved by the mastery secondary stat. It increases the warrior's chance to block and critically block incoming attacks.
Critical block chance is a subset of 'normal' block chance. If a warrior has 50% block chance and 30% critical block chance it means that 15% of all attacks will be critically blocked and 35% will be 'normally' blocked.
Patch changes
Patch 9.0.1 (2020-10-13): Now learned at level 10 (was 78). 
Patch 7.0.3 (2016-07-19): Now learned at level 78 (was 80). 
Patch 6.0.2 (2014-10-14):
- Now increases critical block chance by 12% (down from 17.6%).
- Now also passively increases Attack Power by 8% (percentage increased by Mastery), in addition to its current effects.
Patch 5.0.4 (2012-08-28): Renamed from Critical Block to Mastery: Critical Block. 
Patch 4.0.3a (2010-11-23): Now grants an equal amount of block chance and critical block chance (1.5% each per point of Mastery). - Patch 4.0.1 (2010-10-12): Added.
