Master Handler Sylvester is a blood elf that sends "A Very Special Delivery" letter, which includes the World of Warcraft Collector's Edition companions.
He also sends the "Special Delivery" letter that includes the 
[Netherwhelp's Collar], with a special bonus 
[Lurky's Egg] for European players, and Grunty's [Heavy Murloc Egg] from BlizzCon 2009.
He also sent the special mounts 
[Swift Zhevra] and 
[X-53 Touring Rocket] from the original Recruit A Friend program.
Notes
- While not present in the game world, he has a model that looks like a Blood Elf Bandit.
