The pet can be listed on the Black Market by Majordomo Executus.
It was first obtainable from the 
[Anniversary Gift] mailed to players during WoW's 15th Anniversary.
During WoW's 20th Anniversary, it could be purchased for 10 
[Bronze Celebration Tokens] from Storekeeper Reginald at the Bronze Celebration grounds in Tanaris, and will likely return every 5-10 years thereafter.
