Legion Portal Tuner can be found within 
[Otherworldly Treasure] after sending the 
[Explorer Imp] through a Fel Rift in the Burning Steppes, Winterspring, or the Eastern Plaguelands.
It can be used to alter a Fel Scar or Fel Rift portal, enabling the Imp to bring back different loot.
Combining it with a 
[Portal Tuner Tuner] will turn it into an 
[Overcharged Portal Tuner].
