Legion Flak Cannons can be found at Forge Camp: Terror and Forge Camp: Wrath in the Blade's Edge Mountains. They serve as anti-air artillery; they exclusively target enemies on flying mounts with their Fel Flak Fire.
Since these cannons make the Sha'tari Skyguard's job much more difficult, Sky Sergeant Vanderlip often recruits adventurers to deplete their ammunition supply as part of 
[20-30] Bombing Run and [20-30 Daily] Bomb Them Again!.
Abilities
Fel Flak Fire — Target takes 5% damage every 3 seconds. Dismounts and knocks back the target on contact. Causes Fire damage over 10 seconds.
Patch changes
Patch 7.3.5 (2018-01-16): Now scales to level 81. Previous level range was 71 - 72.
