Larion Cubs can be found among the Tamed Larions at Nemea's Retreat in Bastion.
A Larion Cub also appears at Stanikos's Hollow if you chose larions during 
[51-60] Pride or Unit. If you chose phalynx instead, you'll see the Phalynx "Cub".

They can be petted. Afterward, they gain the following buff for 10 seconds:
Pet Cub — Recently pet. Purring.
