This buff is rewarded for completing 
[10-30] Krom'gar Fortress. It causes a graphical change to your tabard. It is only active while the player is in Stonetalon Mountains. At this rank and higher, players can purchase Krom'gar Sergeant armor from the Krom'gar Quartermaster in Krom'gar Fortress.
It is replaced by 
[Krom'gar Legionnaire] after completing [10-30] In Defense of Krom'gar Fortress.
