This buff is rewarded for completing 
[10-30] All's Quiet on the Southern Front. It causes a graphical change to your tabard. It is only active while the player is in Stonetalon Mountains. At this rank and higher, players can purchase Krom'gar Champion armor from the Krom'gar Quartermaster in Krom'gar Fortress.
It is replaced by 
[Krom'gar General] after completing [10-30] Might Makes Right.
