Instructor Cel is a blood elf located in the Students of Shadow in the Murder Row in Silvermoon. She's likely a rogue trainer; trainee Firea and trainee Alcor are making practice of various rogue abilities under her watchful eye.
She appeared on Draenor as Scout Cel, serving the Horde adventurer's outpost in the Spires of Arak. She has a new outfit but retains her old daggers.
She was present in the Court of the Sun during the closing of the remembrance ceremony.[1]
