The Inscrutable Phrases are three especially complex phrases from the language of the First Ones stored in three vaults in the Endless Sands in Zereth Mortis. During 
[60] Aggressive Excavation, the player needs to find the phrases and imbue them into the broken Helm of Domination.
The southern phrase[59.71, 32.31] is in an unguarded vault. The northwestern one[62.89, 22.24] is in a vault sealed off by a Blocked Door which needs to be destroyed first. The northeastern one[66.11, 25.83] is in a vault guarded by two Fettered Wardens and under attack from a Mawsworn Inquisitor.
