Improved Hot Streak gives the fire mage a guaranteed [Hot Streak] after two consecutive critical strikes with [Fireball], [Frostfire Bolt], [Scorch], [Pyroblast], or [Fire Blast]. Between this talent and the Hot Streak talent, the old functionality of Hot Streak is replicated, with the added bonus of getting a Hot Streak from single critical strikes occasionally.

[Improved Scorch], [Firestarter], and the Hot Streak talents can be used together to effectively deal damage while on the run, since you can cast free Scorches and instant Pyroblasts while moving with some Hot Streak procs. Oh, and it costs no mana.

Bugs

In Patch 4.0.6, investing 1 talent point in Improved Hot Streak prevents Hot Streak from proccing on single crits. You now must get two crits in a row to have a chance of gaining the Hot Streak effect, if you have taken 1/2 Improved Hot Streak. If your crit chance is low, Hot Streak will actually proc more often if you don't take the Improved Hot Streak talent, unless you have 2 talent points you can spend on it immediately.
