Ice Bite is a conduit for Frost mages. It drops from the Lord Chamberlain in the Halls of Atonement and the Lords of Dread in the Sepulcher of the First Ones.
It is also sold by Zo'sorg in Oribos for 200 
.
It can also drop from various Shadowlands rare spawns, world quests, and Covenant Callings, scaling to your item level.
