The Hungry Nether Ray is a nether ray located in Terokkar Forest, Skettis. It is summoned with the 
[Nether Ray Cage].
The Hungry Nether Ray seems to be a tamed netherwing ray which is a loyal mount which only feeds on freshly-killed Blackwind Warp Chasers and flies better when fed.
Despite following the player it doesn't actually fly and stays on the ground.
