Herald of Thrall was an orc who used to spawn at Crossroads in the Barrens.
He let players know about the 
[Warchief's Blessing], and also allowed them to attain the buff if they were in The Crossroads, Camp Taurajo, or Razor Hill in Durotar.

It isn't given to players above level 60.
