Pick up  [30-35] Unsolid Ground and  [30-35] Loose Stones before heading out. Cultists are worth five reputation with Therazane each. Yay. Dragul is in the stone building near the tower in the north part of the lower camp by the ramp leading to the upper camp.

Progression

This is part of the quest chain to recover the lower fragment of the World Pillar, the third of three major Deepholm questlines.
